Recently, the Hong Kong Special Administrative Region Government officially announced the list of members of the new "Task Force for Promoting the Development of the Third Generation Internet (Web3)". Dr. Kong Jianping, founder and chairman of Nano Labs (NASDAQ: NA), and Cai Wensheng, founder of Meitu, were both selected as unofficial members, with a term of office from July 1, 2025 to June 30, 2027, for a period of two years.

According to official documents, unofficial members include experts and industry leaders from academia, technology, finance, investment, Web3 and other fields. The new members in this round include Cai Wensheng, Lin Junjie, Lu Zhihong, Alessio Quaglini and Wu Zhihan, reflecting that the government has absorbed more new blood with international vision and practical experience in Web3 to enrich the multiple dimensions of policy making.

As a member who was invited to re-elect, Dr. Kong Jianping is an important promoter of the Web3 industry. Nano Labs, led by him, focuses on blockchain infrastructure construction and technological innovation. He also serves as a director of Hong Kong Cyberport and a member of the Hong Kong Anti-Money Laundering and Terrorist Financing Review Tribunal, actively making suggestions between industry and public affairs.

Cai Wensheng is a new member and has been active in the fields of Web3 and AI recently. Through his subsidiary Longling Capital, he invested HK$650 million to build the "CAI Building" as an AI-Web3 entrepreneurial incubation platform, and completed the acquisition of China Financial Leasing, gradually laying out digital asset financial infrastructure, demonstrating his strategic layout and investment determination in the Web3 wave.

The task force is chaired by Hong Kong Financial Secretary Paul Chan Mo-po, and its members also include senior officials from government and financial regulatory agencies such as the Financial Services and the Treasury Bureau, the Innovation, Technology and Industry Bureau, the Securities and Futures Commission, the Hong Kong Monetary Authority, and the Insurance Authority, as well as the CEOs of the financial technology platforms under the Hong Kong Stock Exchange, Cyberport and the Hong Kong Monetary Authority, jointly promoting Hong Kong to become a global digital asset and Web3 innovation highland.

The new group will continue to promote policy research and ecosystem building in areas such as stablecoins, RWA (tokenization of real-world assets), DeFi, digital identity, Web3 talent training and compliance infrastructure construction under the framework of the "Hong Kong Digital Asset Development Policy Declaration 2.0", and further consolidate Hong Kong's strategic position in the international Web3 landscape.
