On December 26, 2025, the National Conference on Power Engineering Cost and Quota Management was successfully held in Beijing.

The conference systematically summarized the progress and achievements in power engineering cost and quota management during the 14th Five-Year Plan period and, based on the overall blueprint for the transformation and upgrading of the energy and power sector during the 15th Five-Year Plan period, deployed key tasks for the next stage.

An Hongguang, member of the Party Committee and full-time vice chairman of the China Electricity Council, attended the meeting and delivered a speech.

In his speech, An Hongguang pointed out that during the 14th Five-Year Plan period, the power engineering cost and quota management system continued to improve, playing an important role in regulating market order, ensuring project quality, and controlling construction costs, effectively supporting the high-quality development of the power industry.

Facing the new development stage of the 15th Five-Year Plan period, the energy and power structure is accelerating its transformation towards green, low-carbon, and intelligent directions, and the construction of new power systems is being comprehensively promoted, which places higher demands on cost and quota management.

To further adapt to industry changes and lead management innovation, An Hongguang put forward three clear requirements for future work:

First, strengthen the forward-looking construction of the system. It is necessary to coordinate and promote the deep integration of quota systems for traditional power with emerging business models such as integrated energy, energy storage, and distributed energy.

Accelerate the research and compilation of cost standards covering all aspects of power generation, grid, load, and storage, and build a scientific, open, dynamically evolving quota and cost standard system adapted to the development of new power systems.

Second, deepen the application of digital and intelligent technologies. Actively explore innovative application scenarios of cutting-edge technologies such as artificial intelligence, blockchain, and big data in cost preparation, review, and control.

Promote the establishment of a cross-regional, cross-domain, and cross-entity cost data sharing platform and collaborative mechanism to comprehensively improve the efficiency and accuracy of cost management through digital and intelligent means.

Third, leverage industry collaboration. Relying on the advantages of industry organizations, actively build communication platforms, build consensus among design, construction, operation and maintenance, and research parties, form a good ecosystem of co-construction, co-governance, and sharing, and pool development efforts to jointly promote the power cost and quota management cause to stand at a new stage, achieve new breakthroughs, and move steadily and far.
