Shenzhen's 15th Five-Year Plan recommends: promoting the large-scale application of embodied intelligence and accelerating the development of new intelligent terminal clusters.

On December 29th, Cailian Press reported that the Shenzhen Municipal Committee of the Communist Party of China released its proposals for formulating the 15th Five-Year Plan for National Economic and Social Development of Shenzhen. The proposals emphasize promoting the high-quality development and comprehensive, all-weather, and high-level application of the artificial intelligence (AI) industry. They call for fully leveraging the advantages of mechatronics and hardware-software synergy to accelerate the strengthening of the entire industry chain, develop and expand the domestic operating system ecosystem, and promote the independent control of AI computing chips and software ecosystems. The proposals also call for in-depth implementation of the computing power strengthening action, building a globally leading infrastructure system integrating general-purpose computing power, intelligent computing power, and supercomputing power. Support will be given to enterprises to independently develop new AI algorithms, accelerating the research and application of general-purpose and vertical-specific AI models. The proposals also emphasize strengthening the openness of public data and the use of industry data, building a comprehensive, rich, and standardized data corpus. Finally, the proposals call for increased collaboration among data, computing, electricity, network, and application resources to accelerate the integrated development of super-intelligent technologies and coordinate the cross-platform, cross-level, and cross-regional use of computing resources. We will fully implement the "AI+" action plan, intensify efforts to expand applications and industrial space, fully explore all possible application scenarios in the public service sector, increase coordination and support in the commercial application sector, strengthen the integration of AI with industrial development, cultural construction, people's livelihood, and social governance, seize the commanding heights of AI industrial applications, and support AI to enter every household and deeply empower all industries. We will promote the large-scale application of embodied intelligence, support the development of industries such as humanoid robots and brain-computer interfaces, and accelerate the cultivation of new intelligent terminal clusters. We will promote AI-led paradigm shifts in scientific research and accelerate technological innovation breakthroughs in various fields. We are determined to accelerate the formation of strong enterprise and talent support, build excellent AI colleges and outstanding engineer colleges, and promote AI education across all educational levels and general education throughout society. We will strengthen AI governance and improve relevant laws, regulations, policies, application standards, and ethical guidelines.
