The National Development and Reform Commission recently officially issued the "Opinions on Strengthening the Construction of Data Element Disciplines and Professional Fields and the Development of Digital Talent Teams," which clearly states the need to accelerate the forward-looking layout and research efforts in key areas, targeting major theoretical and practical problems in the reform process of market-based allocation of data elements, and systematically and strategically conducting macro-strategic research in the data field.

The document emphasizes the need to focus on core issues such as data property rights definition, data value assessment and pricing mechanisms, and data trading and circulation rules, and to conduct in-depth research on the basic theories of data elements and the construction of a policy and regulatory system, laying a solid institutional foundation for the healthy and orderly development of the data element market.

At the same time, it is necessary to closely track the evolution trends of cutting-edge technologies such as artificial intelligence, blockchain, and privacy-preserving computing, continuously deepen the integrated research of data science and basic common technologies, and promote the coordinated development of data security, data governance, and technological innovation.
